Power tools, such as power wire brushes, can burnish or polish a steel surface. What is the main problem with this?

A burnished surface requires more primer.
Burnished surfaces will develop rust bloom that interferes with adhesion.
Burnishing destroys profile and adhesion of the primer.
Burnishing the surface makes it a better conductor of current and therefore accelerates corrosion.
